Govt mulls industry status for packaging sector to boost exports, economy

Packaging industry seeks recognition for its critical role in supporting national industries and exports

The government is reportedly considering granting industry status to the packaging sector following requests from the Federation of Pakistan Chambers of Commerce and Industry (FPCCI), the Punjab government, and the All Pakistan Corrugated Cartons Manufacturers Association (APCCMA), according to sources.

BR reported that in its communication with relevant ministries, the FPCCI underscored the vital role of the packaging industry in Pakistan’s economy, emphasizing that the sector is a cornerstone for all manufacturing processes. 

“The production cycle of any product cannot be completed without packaging,” the FPCCI stated.

Despite its critical contribution, the sector currently lacks official recognition as an industry, which the FPCCI argues limits its potential to support the economy effectively. The sector indirectly contributes approximately 10% or $3 billion to Pakistan’s total exports and has the capacity for direct export growth. With an estimated industrial value of $5.5 billion, it provides employment to 1.5 million people, both directly and indirectly, with a significant portion comprising small and medium enterprises (SMEs).

Recognizing the sector’s potential, the Punjab government’s Industries, Commerce, Investment & Skills Development Department facilitated discussions with stakeholders through the Printing and Packaging Business Forum (PPBF). 

Following these consultations, a Joint Working Group (JWG), chaired by the CEO of the Punjab Board of Investment and Trade (PBIT), was formed to develop a proposal for granting industrial status to the sector.

After several meetings, the JWG recommended forwarding the case to the federal government for approval. Stakeholders have emphasized that granting industry status would not only bolster domestic production but also help reduce the import bill and enhance export capacity, providing a strategic boost to Pakistan’s economy.
