Pakistan Customs revises almond import values to curb misdeclaration

The Directorate General of Customs Valuation Karachi has issued revised customs values for almond imports from all origins to address misdeclaration and align valuations with market trends.

The earlier values had been set under Valuation Ruling No. 1927-2024, but were reviewed due to fluctuations in local prices. 

The directorate initiated a fresh assessment process under the Customs Act, 1969, engaging stakeholders through formal consultations.

During the review, importers proposed consolidating values for soft and hard shell almonds to simplify classification and clearance, while also seeking clearer definitions to reduce disputes.

The directorate examined stakeholder input alongside import data for the 90-day period from January to March 2026, supported by documentary evidence and a market survey conducted under prescribed procedures.

The assessment found that soft shell almonds carry higher prices than hard shell varieties, reflecting differences in physical characteristics and market demand.

Based on these findings, customs has maintained separate valuation benchmarks for soft and hard shell almonds, with definitions aligned to products available in the local market.
