The caretaker government has formed an eight-member high-level Implementation and Asset Distribution Committee (I&ADC) to oversee the restructuring of the Federal Board of Revenue (FBR).
The committee, headed by the Minister for Finance and Revenue, includes members such as Secretary Law and Justice, Dr. Musharraf R Cyan, Dr. Manzoor Ahmad, Syed Nadeem Rizvi, Mukarram Jah Ansari, Afaq Ahmad Qureshi, and Additional Secretary Sajid Mehmood Qazi.
The Ministry of Finance officially notified the I&ADC, which is tasked with completing and coordinating 12 critical assignments related to legal and human resources within seven days.
These tasks include formulating statutory drafts to uphold principles of operational autonomy and accountability, separation of tax policy from tax administration, oversight board mandates, and the Federal Policy Board’s role.
Additionally, the committee will monitor sub-committees, resolve disputes, expedite drafting, review and approval of legal instruments, and ensure timely completion of tasks related to administrative and financial matters.
The Terms of Reference (ToRs) also encompass issuing necessary rules, regulations, notifications, and ensuring the equitable distribution of human and financial resources among successor organizations.
The I&ADC will comprise legal and finance and administration subcommittees. The Legal Subcommittee, chaired by the Secretary of Law & Justice, will draft legislative instruments, amendments to fiscal laws, and relevant statutes.
The Finance and Administration Sub-committee, chaired by the Special Secretary of the Establishment Division, will identify existing financial resources, assets, and human resources of the FBR, distributing them among successor organizations.
The notification emphasizes that the committees may co-opt more members with prior approval.
The I&ADC and its subcommittees are mandated to perform their functions within specified timelines, ensuring continuity of operations, smooth revenue collection, and minimal dislocation of officers and offices during the transition process.
The Finance Minister serves as the final authority regarding the functioning, jurisdiction, or resolution of disputes arising from the work of the I&ADC or its subcommittees.
