Silicon in Primary Form import prices revised to $2.40–$3.50 per kg

The process considers market trends, price differences, and import values to review customs valuations for accurate duty assessments

ISLAMABAD: The Directorate General of Customs Valuation Karachi has issued new customs values for Silicon in Primary Form (Emulsion Grade), setting rates between $2.40 to $3.50 per kg for imports from China and other countries.

The revision was formalized under Ruling 1951 of 2025, replacing Valuation Ruling No. 779/2015 dated December 8, 2015.

The valuation update follows an import data analysis and market price assessment conducted under Section 25A of the Customs Act, 1969. The process considered market trends, price differences, and declared import values, leading to a review of customs values for accurate duty assessments.

A meeting with industry stakeholders was held, where importers presented their viewpoints and submitted supporting documents. To finalize the new values, 90 days of import data was examined, with reference prices scrutinized for consistency.

As per the new ruling, these values will serve as minimum benchmark rates. If an import’s declared value or invoice price is higher than the customs valuation, duties and taxes will be assessed at the higher rate, in line with Section 25(1) of the Customs Act, 1969.
