World Bank calls Sindh housing programme global model for climate-resilient recovery
Sindh’s People’s Housing for Flood Affectees initiative helped millions of flood-affected families rebuild homes and livelihoods, says country director at Asia-Pacific Shelter and Settlements Forum 2026

The World Bank has described Sindh’s People’s Housing for Flood Affectees (SPHF) programme as a global model for climate-resilient and people-centred recovery, stating that it has enabled millions of displaced families to rebuild their homes and livelihoods.
Speaking at the three-day Asia-Pacific Shelter and Settlements Forum (APSSF) 2026 hosted by the Sindh government, World Bank Country Director Bolormaa Amgaabazar commended the scale and impact of the post-flood reconstruction initiative.
Asian Development Bank Deputy Country Director Asad Aleem reaffirmed ADB’s partnership in the SPHF project. Islamic Development Bank Regional Hub Director Saleh Jlassi addressed participants through a video message.
European Union Delegation to Pakistan Head of Cooperation Jeroen Willems said Pakistan is among the countries most affected by climate change. Mio Sato, Chief of Mission of the International Organisation for Migration in Pakistan, highlighted the growing challenge of climate-related displacement in the region.
Mia Morena, Senior Director of Programmes for Asia-Pacific at Habitat for Humanity, said millions across the region continue to require housing support. Sean Callahan, President and CEO of Catholic Relief Services, said his organisation was assisting flood-affected communities in Sindh.
First Lady Aseefa Bhutto-Zardari said safe shelter provides the foundation for dignity, security and opportunity. Chief Minister Murad Ali Shah said the SPHF programme had received international recognition for its approach and implementation.
