Customs revises import valuation of branded olives from all origins

Directorate General of Customs Valuation Karachi has revised customs values on import of branded olives from all origins, issuing a new valuation ruling covering major international brands.

According to Valuation Ruling No. 2045 of 2026, customs values have been redetermined for olives under brands including Borges, Figaro/American, Garden/Mundial/Fragata/Delmonte, Italia and Wadi. The previous valuation was set under Ruling No. 1611/2022, which had remained in effect for over four years.

The directorate initiated the redetermination exercise and issued meeting notices to relevant stakeholders. Consultations were held with importers and industry representatives, who maintained that their declared transaction values were genuine and aligned with recent import trends. 

They argued for brand-wise valuation instead of origin-based values and suggested that pricing should reflect international retail and wholesale benchmarks as well as seasonal crop factors.

Authorities reviewed import data for the last 90 days, examined documentary evidence submitted by stakeholders, and analyzed seasonal crop trends. The review found no significant difference in crop conditions compared to the previous year. Market surveys and online price trends were also assessed, along with a brand-wise evaluation based on quality and standards.

Based on the comprehensive analysis of import data, market inquiry and supporting evidence, customs values have been determined under sub-section (7) of Section 25 of the Customs Act, 1969.

The directorate stated that the revised methodology aims to ensure transparency and alignment with prevailing international market trends while complying with statutory requirements. Over 100 enterprises are currently operating in Pakistan’s olive sector.
