NHA uses 56% of Rs223 billion PSDP funds in first half of FY26
Rs124 billion spent on 71 projects; N-25 and national schemes receive bulk of disbursements

The National Highway Authority has utilised Rs124.31 billion, or 56 percent, of its Rs223.28 billion allocation under the Public Sector Development Programme for FY2025-26 during the first six months of the fiscal year.
The allocation covers 71 projects, with the largest share directed toward three N-25 Balochistan Expressway schemes, which received Rs100 billion. Of this amount, Rs55.13 billion has been spent so far.
For 14 essential rupee cover projects, Rs61.57 billion was allocated and Rs23.93 billion disbursed. Twelve critical national projects were assigned Rs26.93 billion, of which Rs20.46 billion has been utilised.
Ten sub-completed projects received Rs9 billion, with Rs8 billion spent. Eight near-completion projects, where 70 percent of work has been finished, were allocated Rs13.6 billion and have utilised Rs12.11 billion.
For 21 other projects, Rs6.17 billion was allocated and Rs3.84 billion disbursed. Three Build-Operate-Transfer projects were allocated Rs6 billion, but only Rs81 million has been utilised so far.
Out of the total NHA PSDP allocation, Rs19.2 billion represents the foreign-funded component.
The authority’s ongoing development portfolio stands at Rs3.4 trillion, while the throw-forward liability into FY2026-27 amounts to Rs2.7 trillion, including the $1.8 billion foreign-funded M-6 Sukkur–Hyderabad Motorway.
At the federal level, the Ministry of Planning, Development and Special Initiatives authorised Rs555.5 billion, or 55.55 percent, of the Rs1 trillion PSDP allocation for FY2025-26 during July–January. Actual expenditure during the period stood at Rs272.78 billion, equivalent to 27.28 percent of the total allocation.
Within the overall PSDP framework, the NHA accounts for the largest single share, with Rs223.28 billion earmarked for its projects in the current fiscal year.
