Customs fixes new import values for artificial jewellery from China, other countries

The Directorate General of Customs Valuation has fixed new customs values for the import of artificial imitation jewellery from China and other countries.

According to the ruling, the revised values will apply to electroplated jewellery in white and yellow variants, both with and without stones or beads, as well as fancy electroplated jewellery with crystal stones and beads.

The directorate clarified that the revised customs values would not apply to branded or designer jewellery, which would continue to be assessed under Section 25 of the Customs Act, 1969.

Officials said the previous customs values had been determined through Valuation Ruling No. 1871-2024, which was more than two years old.

Following changes in international market trends and analysis of import data, the directorate initiated a fresh valuation exercise under Section 25 of the Customs Act, 1969.

The customs authorities held meetings with representatives of importers and other stakeholders during the review process.

Importers requested rationalisation of customs values, arguing that artificial jewellery products were highly vulnerable to damages, defects and changing fashion trends.

According to officials, import data from July 2025 to February 2026 and documents submitted by importers were examined during the exercise.

Authorities also conducted market surveys and collected price data from different markets before determining revised customs values under Section 25(7) of the Customs Act, 1969.

The directorate said the revised valuation exercise was aimed at ensuring fair, transparent and legally compliant customs assessments.
