EVTL extends Port Qasim terminal deal, plans $200 million expansion
Operator of Pakistan’s largest bulk chemical and LPG import terminal to explore refrigerated LPG infrastructure following agreement renewal.

Engro Vopak Terminal Limited (EVTL) plans to invest more than $200 million in new infrastructure projects after renewing its Implementation Agreement with the Port Qasim Authority (PQA), the company said.
The planned investments include refrigerated LPG storage infrastructure, with a feasibility study for the project set to be initiated in the coming months. The company said the project is intended to strengthen Pakistan’s energy security.
The agreement renewal secures EVTL’s role as the operator of Pakistan’s only integrated bulk liquid chemical and LPG terminal. The arrangement was endorsed by all relevant stakeholders.
EVTL, a joint venture between Engro Corporation and Dutch terminal operator Royal Vopak, said the agreement also reflects continued confidence from its foreign partner in Pakistan’s regulatory environment and economic potential.
The terminal plays a key role in the country’s import supply chain, handling about 70% of Pakistan’s bulk liquid chemical imports and around 50% of LPG imports arriving through marine routes.
The imported products support a wide range of industries, including agriculture, textiles, construction, energy and plastics.
Commenting on the development, EVTL Chief Executive Officer Syed Ammar Shah said the renewal ensures operational continuity for infrastructure that supports multiple sectors of the economy.
He also acknowledged the support of government institutions involved in the process, including the Port Qasim Authority, Ministry of Maritime Affairs, Special Investment Facilitation Council (SIFC), Public Procurement Regulatory Authority (PPRA), Oil and Gas Regulatory Authority (OGRA), Ministry of Law and Justice, Ministry of Finance, Maritime Taskforce, National Coordination and Management Council (NCMC), and the Economic Coordination Committee (ECC).
