Information, Audit and Accounts, Postal and other groups denied executive allowance

Officers belonging to the Information Group, Audit and Accounts, Postal Service, Commerce and Trade, Railways and Police have been left out of the federal government’s revised Executive Allowance, prompting complaints of unequal treatment within the bureaucracy, The News reported.

The government has unfrozen the 150% Executive Allowance for selected officers in BPS-17 to BPS-22 and will calculate it on running basic pay as of June 30, 2026, with effect from July 1, 2026. 

The measure is estimated to cost around Rs2 billion.

Sources said Information Group officers posted at the Press Information Department and the Directorate of Electronic Media and Publication have not been granted the allowance, even though some officials working in the same buildings are receiving it.

A similar disparity exists in the Audit and Accounts Group. Officers posted at the head office are receiving the Executive Allowance, while others in the same cadre remain excluded. The group also receives a separate allowance granted on judicial directions, but officials said the amount was relatively small.

Officers from the Postal Service, Commerce and Trade, Railways and Police have also been denied the benefit.

The Economist Group and Foreign Office were initially excluded but were later added to the beneficiary list after raising objections. Other cadres have now begun pressing the government for inclusion.

The uneven application of allowances has widened differences within the Basic Pay Scale system, particularly as officers serving in the President’s Office, Prime Minister’s Office, National Accountability Bureau, intelligence agencies, Federal Board of Revenue and regulatory bodies receive higher remuneration and benefits.

Separately, the government has approved a 15% Disparity Reduction Allowance-2026 for employees in BPS-1 to BPS-22 already receiving the benefit. It will be calculated on basic pay as of June 30, 2022, and take effect from July 1, 2026.

The monthly conveyance allowance for civil servants in BPS-1 to BPS-22 has also been increased by 50% from July 1, 2026 under the existing terms and conditions.
