Federal government enacts new policy for bureaucrat promotions

Under the newly introduced amendments, a federal minister is also eligible to lead the high-powered board

The federal government on Saturday issued a Stationery Regulatory Ordinance (SRO), enabling the prime minister or a nominated federal minister to head a high-powered selection board for promoting bureaucrats to BS-21 and BS-22.

The SRO was issued by the Establishment Division following approval from Prime Minister Shehbaz Sharif.

Under the newly introduced amendments, a federal minister is also eligible to lead the high-powered board. These changes were approved by the Prime Minister in the Civil Servants Act 1973, Section-B (Sub-Section I) under Rules 21010.

Additionally, the federal government implemented a new policy for officers seeking promotion to BS-22. A notification issued by the Establishment Division revealed that officers rejected twice by the selection board for BS-22 promotion would no longer be eligible for further consideration.

On March 6, 2025, the high-powered selection board approved the promotion of 36 officers from BS-21 to BS-22, including those from the Pakistan Administrative Service (PAS), Police Service, and Foreign Service of Pakistan. The meeting, chaired by Deputy Prime Minister and Foreign Minister Senator Muhammad Ishaq Dar, took place at the Establishment Division.

The promotions were based on a thorough review of the officers’ performance, qualifications, service records, and experience. Deputy Prime Minister Ishaq Dar congratulated the promoted officers, expressing hope that they would continue to demonstrate dedication and hard work in serving the country.
