BISP spent Rs2.73 billion on consultants over five years, National Assembly informed

The Ministry for Poverty Alleviation and Social Safety informed the National Assembly that the Benazir Income Support Programme (BISP) spent Rs2,732.49 million on consultants and advisory services over the last five years. 

Of this total, Rs1,596.11 million was financed by the Government of Pakistan, while Rs1,136.38 million came from international donors.

The information was shared in response to a query from Amjad Ali Khan, covering the period from FY2020-21 to FY2024-25. 

The ministry stated that government-funded consultancy services were primarily provided through specialised firms, while donor financing came from development partners including the World Bank and Asian Development Bank through project-specific loans. The donor-financed consultancy expenditure of Rs1,136.38 million was fully utilised as allocated.

The report noted that BISP functions as an executing agency, implementing programmes under government policy. The Finance Division oversees resource planning, mobilisation, and allocation, including the gradual replacement of donor financing with domestic fiscal allocations.
