Pakistan, Germany finalize €114 million development cooperation package for 2025-26

Bilateral talks focus on climate, sustainable development, vocational training, and social protection as both nations strengthen ties.

Pakistan and Germany concluded their bilateral negotiations on development cooperation in Islamabad on Wednesday, with Germany committing €114 million in financial and technical support for the period 2025-26.

The new development package will target key sectors including climate and energy (with a focus on just transition), sustainable economic development, vocational training, and social protection.

The talks were co-chaired by Muhammad Humair Karim, Secretary of Pakistan’s Ministry of Economic Affairs, and Christine Toetzke, Director-General of Germany’s Federal Ministry for Economic Cooperation and Development (BMZ). Ambassador Ina Lepel of Germany and Ambassador Saqlain Syeda of Pakistan also participated, underscoring the strong institutional partnership between the two countries.

Secretary Karim expressed appreciation for Germany’s ongoing support to Pakistan, especially in advancing renewable energy projects, promoting employment, and enhancing social protection systems. He also highlighted the importance of aligning these efforts with Pakistan’s Economic Transformation Plan, “URAAN Pakistan.”

Christine Toetzke acknowledged Pakistan’s progress on reforms and reaffirmed Germany’s commitment to addressing challenges such as climate change, economic transformation, and social inclusion in Pakistan.

Ambassador Ina Lepel stressed the importance of the long-standing relationship between the two nations, noting Germany’s ongoing support for sustainable development, good governance, and people-centered growth.

At the conclusion of the event, both countries signed the Summary Record of the 2025 Pakistan-Germany Bilateral Negotiations, formalizing the new commitments and solidifying their intent to strengthen bilateral cooperation.

The two sides also agreed to deepen collaboration under the Pakistan-German Climate and Energy Partnership, enhance vocational training and youth employment initiatives, and continue working together on social protection and disaster resilience. The next round of negotiations will take place in Berlin in 2027.
