The Oil and Gas Development Company Limited (OGDCL) has received a provisional award for eight offshore exploration blocks following the government’s competitive bidding process conducted in October 2025.Â
This announcement was made in a formal disclosure to the Pakistan Stock Exchange (PSX) and the London Stock Exchange (LSE) on November 13, 2025.
OGDCL, along with its joint venture (JV) partners—Pakistan Petroleum Limited (PPL), Mari Energies Limited (MariEnergies), and Prime Global Energies Limited (Prime)—will now hold exploration rights over these blocks. The awarded blocks are located in both the Indus and Makran offshore basins.
In the Bin Qasim South (2466-10) block in the Indus Offshore Basin, OGDCL will serve as the operator with a 32% stake, while PPL holds a 24% share, MariEnergies 24%, and Prime 20%.Â
Similarly, in Keti Bandar (2367-6), OGDCL will again hold a 32% share and operate the block, with PPL and MariEnergies each owning 24%, and Prime holding 20%.
In the Gharo Creek (2466-9) block, OGDCL will hold a 30% stake, with PPL as the operator at 40%, and MariEnergies holding the remaining 30%.Â
Meanwhile, in Kochi Creek (2366-8) and Behr Block (2366-9), OGDCL will maintain a 30% share, with PPL and MariEnergies as the operators, holding 40% and 40%, respectively.
OGDCL will also hold a 24% stake in the Zarrar Block (2267-3), where MariEnergies will act as the operator with a 32% share, while PPL and Prime will hold 24% and 20%, respectively.Â
In Offshore Deep D (2366-11), OGDCL will maintain a 30% share, with MariEnergies holding a 40% stake as the operator, and PPL with 30%.Â
Lastly, Sapat Bandar (2465-5), located in the Makran Offshore Basin, will see OGDCL, MariEnergies, and PPL holding 23%, 23%, and 23%, respectively, while Prime will hold 31% as the operator.
The formal grant of petroleum exploration licenses and the execution of necessary agreements, including Joint Operating Agreements (JOAs) among the JV partners, are contingent upon completing legal and procedural formalities.
