Federal cabinet approves National Cannabis Control and Regulatory Policy, 2025
Policy aims to regulate cannabis market, prevent misuse, and boost economic benefits from legal cultivation

The federal cabinet has approved the National Cannabis Control and Regulatory Policy, 2025, aimed at curbing the misuse of cannabis and preventing market manipulation. The approval follows detailed deliberations and revisions by a high-level committee set up to evaluate the proposed policy based on international best practices.
As per reports, the Cabinet Division reminded members that the cannabis policy was first presented for consideration on June 17, 2025. After initial review, the cabinet formed a committee under the defence minister’s leadership to further examine the policy. The committee, which held two meetings on August 5 and October 13, 2025, reviewed the policy and recommended modifications to address concerns and improve its framework.
The committee's comprehensive report, including the final draft of the policy and a certificate from the Cannabis Control and Regulatory Authority, confirmed that the proposed amendments had been incorporated. The policy document was then submitted to the cabinet for approval under the Cannabis Control and Regulatory Authority Act, 2024.
The cabinet recognised the importance of timely policy formulation to enable Pakistan to capitalise on the economic potential of regulated cannabis cultivation and the production and sale of cannabis derivatives for medicinal and industrial use. This marks the first time such a policy has been introduced in the country.
Additionally, the committee examined the alignment of federal and provincial policies to prevent conflicts and improve coordination.
