OGRA extends Clover Pakistan lubricant marketing licence till 2036

Clover Pakistan Limited has received approval from the Oil and Gas Regulatory Authority for a 15-year extension of its licence to operate as a lubricant marketing company, the firm said in a filing to the Pakistan Stock Exchange on Monday.

According to the disclosure, OGRA approved the extension of Licence No. OGRA-Oil-19-2-2(233)/2018 on January 26, 2026, allowing the company to continue operations from September 27, 2021 to September 26, 2036.

The company said the approval was granted under the Pakistan Oil (Refining, Blending, Transportation, Storage and Marketing) Rules, 2016, subject to compliance with applicable laws, regulations and licence conditions.

Under the terms of the approval, Clover Pakistan is permitted to import finished lubricants of approved specifications and sell locally manufactured lubricants produced at licensed blending and grease plants. Imported base oil may only be sold to licensed blending and grease plants and is not permitted for sale in the open market, the disclosure said.

The licence conditions also require the company to maintain records of imported base oil, submit quality clearance certificates for imported lubricants through approved inspection agencies, and ensure that all finished lubricant packaging includes required product specifications and information.

OGRA said the licence could be cancelled or revoked in case of any violation of licence conditions, provision of incorrect information, or non-compliance with regulatory requirements. All other terms and conditions of the original licence issued in September 2018 remain unchanged.

The disclosure was made in accordance with Sections 96 and 131 of the Securities Act, 2015 and PSX regulations, and was submitted to both the stock exchange and the Securities and Exchange Commission of Pakistan.

Incorporated in 1986, Clover Pakistan is engaged in sales of consumer durables, food products, chemicals, and lubricants, alongside importing car care products and gantry equipment. The company also handles marketing, distribution, and post-sales support for office automation products, vending machines, fuel dispensers, and digital screens.
