Chinese tech delegation discusses long-term IT partnerships with Pakistan
Leviathan Group delegation meets IT minister, explores collaboration opportunities

A two-member delegation from Leviathan Group held a meeting with Federal Minister for Information Technology and Telecommunication Shaza Fatima Khawaja to discuss long-term partnership and investment opportunities in Pakistan’s IT sector, according to an official news release.
The delegation—which focuses on big data centres, advanced digital solutions and smart technologies—included Mingqian Sun, Chief Executive Officer of Leviathan Technologies, and Dinglin Mei, the group’s Senior Representative.
Also present at the meeting were Zeeshan Qureshi, Chief Operating Officer of Capital Smart Innovations, and Khalid Taimur Akram, Adviser to the Chairman of HRL Group.
During the discussion, Sun outlined Leviathan Technologies’ core areas of expertise and potential areas for collaboration, including technology transfer and joint investment initiatives in Pakistan’s IT sector.
Minister Khawaja reiterated the government’s commitment to attracting foreign investment, strengthening digital infrastructure and fostering a supportive environment for international technology firms. She referenced Prime Minister Shehbaz Sharif’s Digital Nation Pakistan vision, which seeks to position the country as a regional hub for IT services, innovation and digital transformation.
The Chinese delegation acknowledged the government’s policy framework and expressed interest in sustained engagement with Pakistani stakeholders to identify projects and cooperation opportunities in the near future. Both sides agreed to maintain close coordination to explore concrete avenues for collaboration and to strengthen technological and economic ties between Pakistan and China.
