Customs fixes new values for fresh ginger, garlic imports from five countries

The Directorate General of Customs Valuation Karachi has revised the customs values for the import of fresh ginger and garlic from China, Indonesia, Vietnam, Myanmar, and Thailand to ensure accurate assessment of duties and taxes.

The All Pakistan Fresh Ginger and Garlic Importers and Wholesalers Association, through a letter dated January 6, 2026, requested a revision in customs values in line with international price trends, citing seasonal crop variations.

In this regard, the directorate issued Valuation Ruling No. 2044 of 2026. The ruling states that a 10% reduction on the specified customs values will be allowed where goods are imported through the land route, on account of freight charges.

The earlier customs values for fresh ginger and garlic were determined under Section 25A of the Customs Act, 1969 through Valuation Ruling No. 1907/2024. 

Following the request, the Directorate initiated fresh proceedings under Section 25A of the Customs Act, 1969 for re-determination of customs values. Notices were issued to relevant stakeholders, and meetings were held to address concerns regarding valuation.

During discussions, representatives of the importers’ association stated that the existing customs values were on the higher side and pointed to bumper crops in China and Thailand, which had led to lower international prices due to excess production.

The Directorate retrieved and examined 90 days of clearance data and conducted a detailed market inquiry. Wholesale and retail markets were visited under Sub-Section (7) of Section 25 of the Customs Act, 1969, in accordance with Office Order No. 171/2014 dated March 19, 2014, to assess prevailing market prices.

After evaluating import data, market findings, and international price trends, the customs values were finalized under Sub-Section (7) of Section 25 of the Customs Act, 1969. The Directorate stated that the revised values reflect international market conditions and comply with statutory requirements.
