Telecom operators ordered to seek PTA approval before revising mobile tariffs

The Pakistan Telecommunication Authority (PTA) has responded to concerns raised on social media regarding rising mobile tariffs, service quality and unauthorised deductions, stating that it remains committed to consumer protection and regulatory oversight.

In a statement, the telecom authority announced that it has notified the Mobile Tariff Regulations, 2025, to establish a structured tariff framework. Under the new regulations, operators classified as having Significant Market Power (SMP) will be required to obtain prior approval from PTA before introducing or revising tariffs.

Other operators will be allowed to set tariffs based on business considerations, but PTA retains the authority to intervene if pricing is deemed harmful to consumer interests.

PTA stated that while safeguarding consumer rights remains a priority, maintaining sustainable market conditions is also necessary. It noted that Pakistan continues to have among the lowest Average Revenue Per User (ARPU) levels and comparatively affordable mobile data prices in the region.

The regulator also highlighted efforts to improve service quality, pointing to the upcoming spectrum auction scheduled for March 2025. The auction will require operators to invest in additional spectrum and network infrastructure, which PTA said is expected to improve network coverage, data speeds and overall service performance.

Additionally, PTA has directed all mobile operators to obtain explicit prior consent from subscribers before activating any Value-Added Services. Consumers have been advised to monitor and manage their subscriptions through official mobile operator applications.

The authority reiterated its commitment to ensuring a transparent regulatory environment that balances consumer protection with long-term sector development.
