Customs revises import values for eight categories of polyester fabrics
Updated values apply to unbleached, bleached, dyed, and printed variants, as well as microfiber categories based on weight specifications; Polyester shirting and suiting fabrics have been excluded

The Directorate General of Customs Valuation has revised customs values for eight categories of imported polyester fabrics to improve duty and tax assessment, according to a new valuation ruling.
The updated values apply to various types of polyester fabrics, including unbleached, bleached, dyed, and printed variants, as well as microfiber categories based on weight specifications.
Polyester shirting and suiting fabrics have been excluded and will continue to be assessed under separate rulings.
Officials said the revision follows a review of import data and stakeholder consultations, replacing earlier valuations issued in 2019 and 2023.
During consultations, importers stated that many of these goods are brought under the Export Facilitation Scheme and not for domestic consumption. They highlighted challenges in export documentation, particularly mismatches in value declarations when filing export goods declarations.
Stakeholders also requested that declared transaction values be accepted and sought broader exemptions from valuation rules, citing inconsistencies in treatment across manufacturers.
Authorities reviewed these concerns along with import data from January to March 2026 and examined supporting documentation. A supplier-wise database of transaction values and product specifications was developed to support the reassessment.
The customs department determined that existing values required revision based on the analysis. Valuation methods under Section 25 of the Customs Act, 1969, were applied sequentially, with the transaction value method found unsuitable due to insufficient data.
Officials said the revised values were finalised using the similar goods method under the law, supported by available data and documentation, to ensure consistency and compliance in duty assessment.
