Punjab plans first provincial energy policy, moves to establish regulator
Electric and Power Regulatory Authority legislation in progress as province targets reforms in power sector governance

The Punjab government has initiated work on its first comprehensive energy policy and a provincial regulatory framework, including plans to establish an Electric and Power Regulatory Authority.
Officials from the Energy Department said the proposed Electric and Power Regulatory Authority Punjab is being developed alongside a broader policy framework to improve oversight, efficiency and coordination in the energy sector. The initiative is being undertaken in collaboration with United Nations Development Programme Pakistan.
The department said the move aligns with powers available to provinces under constitutional provisions related to electricity generation, transmission and private sector participation. Work is underway on the initial draft of the EPRA legislation, with consultants tasked to complete its technical review.
The proposed policy will include sector diagnostics, international benchmarking and stakeholder consultations to identify reforms. Key focus areas include privatisation of distribution companies, expansion of off-grid solutions, access to open markets, improved consumer services and governance mechanisms.
Officials noted that Punjab accounts for about 78% of the country’s electricity consumption, highlighting the need for a coordinated provincial strategy.
A team of consultants, including renewable energy experts and AMA Energy, has been engaged to develop the policy and regulatory framework within 18 months. The meeting reviewing progress was attended by government officials, consultants and development partners.
