NEPRA notifies two power regulations on project approvals, grid connectivity
Concurrence rules mandate prior approval for new plants, grid standards enforce technical compliance for all connected generators

The National Electric Power Regulatory Authority (NEPRA) has notified two new regulatory frameworks under SRO 692(I)/2026 and SRO 936(I)/2026, introducing mandatory prior approval for power generation projects and setting technical standards for grid connectivity to strengthen oversight, safety and reliability across Pakistan’s power sector, Business Recorder reported.
Issued through SRO 692(I)/2026 under the Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997, the Concurrence Regulations 2026 take immediate effect and require developers to obtain prior concurrence from NEPRA before proceeding with project development.
Under the framework, any entity planning to establish a generation facility must submit a detailed application covering technical, financial, environmental, geological, hydrological and safety aspects, along with a prescribed fee and supporting documentation.
Applications will first be reviewed by the Registrar within 15 working days for completeness. Once accepted, they will be registered, assigned a tracking number and published in newspapers to invite public comments and objections.
NEPRA will decide on applications within 28 working days, with the option to seek additional information, conduct hearings or invite third-party input. The regulator has the authority to approve or reject projects based on demand requirements, economic viability, technology suitability, environmental considerations and grid compatibility.
For hydropower projects, NEPRA will also assess impacts on river systems, including irrigation, drinking water and flood management, while ensuring necessary federal and provincial approvals are in place.
Once concurrence is granted, any change in capacity, technology or interconnection will require fresh approval, while companies must notify NEPRA of changes in corporate details within 14 days. The regulations do not apply to prosumers governed under separate rules.
Grid connectivity regulations
Separately, NEPRA has issued Technical Standards for Grid Connectivity Regulations, 2026 under SRO 936(I)/2026, aimed at strengthening system safety, reliability and technical discipline across the power sector.
The regulations apply to all grid-connected generation companies, excluding distributed generators, and require a structured approval process for interconnection through transmission or distribution licensees. Applicants must submit detailed technical data, provide compliance undertakings and execute formal connection agreements.
The framework mandates that generation facilities must not compromise grid safety or reliability and must comply with standards set under the Grid Code and Distribution Code. Plants are required to operate in a manner that supports safe, reliable and efficient dispatch of electricity.
NEPRA has been empowered to issue directions and guidelines to both generation companies and grid operators, and to resolve disputes between parties. The regulations also introduce penalties for non-compliance under applicable provisions of the law.
Officials said the measures aim to standardise technical requirements, improve grid stability and ensure compliance as new generation capacity is added to the system.
