Customs fixes new valuation rates for fire alarm systems, parts
Directorate divides imported fire alarm equipment into three categories after complaints of under-invoicing and revenue losses

The Directorate General of Customs Valuation has issued new customs values for imported fire alarm systems and related parts for the assessment of duties and taxes.
According to a new valuation ruling issued by the directorate, the imported products have been divided into three categories for customs assessment purposes.
The revised valuation will apply to a range of fire alarm equipment, including addressable and conventional fire alarm control panels, smoke detectors, heat detectors, flame detectors, sounders, flasher units, pull stations, sensor bases, interface modules and related accessories.
The directorate said complete fire alarm systems would remain outside the scope of the valuation ruling and would instead be assessed separately by the relevant collectorates under Section 25 of the Customs Act, 1969.
Under the procedure, collectorates will determine customs values on a case-by-case basis after examining contracts, invoices, system configurations, specifications, components and declared import values.
The ruling stated that importers had submitted representations regarding under-invoicing of fire alarm systems and parts, which resulted in inconsistent assessments at different collectorates and caused losses to government revenue.
