Ogra permits National Refinery to export 60,000 tonnes of furnace oil

The Oil and Gas Regulatory Authority (Ogra) has allowed National Refinery Limited (NRL) to export 60,000 metric tonnes of high-sulphur furnace oil during June 2026, taking furnace oil volumes approved for export by three refineries this month to 200,000 metric tonnes.

According to an official notification, the approval was granted following a recommendation by the National Committee on Monitoring of Commodities.

The export authorisation requires NRL to meet domestic market demand in accordance with its approved refinery plan.

Ogra also advised the company to maximise its loading flow rate to ensure the vessel departs within the designated discharge window.

The latest decision follows permission granted to Cnergyico Pakistan Limited on June 5 to export up to 40,000 metric tonnes of furnace oil during June.

Cnergyico’s approval was also linked to domestic market requirements and compliance with its approved upliftment plan.

The regulator directed the company to maximise loading flow rates so that cargo operations could be completed within the specified discharge window.

Earlier, on June 1, Ogra allowed Pak Arab Refinery Limited to export 100,000 metric tonnes of furnace oil during the same month.

Parco may export the approved quantity with a tolerance of plus or minus 10%, subject to the fulfilment of domestic demand and oversight by the relevant government authorities.

Ogra also instructed Parco to increase its loading rate to ensure the cargo sailed within the designated window.

Industry officials said refineries were seeking export approvals to reduce surplus furnace oil stocks and maintain operations as Pakistan’s power sector continued shifting towards alternative fuels.
