PTA launches MVNO licensing to expand competition in telecom sector

ISLAMABAD: Pakistan has formally opened its telecommunications market to Mobile Virtual Network Operators (MVNOs), with the Pakistan Telecommunication Authority (PTA) launching the licensing regime following federal cabinet approval of the MVNO Policy Framework.

According to a PTA announcement issued on Tuesday, interested entities have been invited to apply for MVNO licences in accordance with the approved policy framework and the authority's licensing requirements.

Under the new regime, MVNOs will be allowed to offer mobile services under their own brands through commercial agreements with licensed mobile network operators. 

Unlike traditional telecom operators, MVNOs do not own network infrastructure and instead utilize the existing networks of licensed operators to provide services to customers.

Industry sources said that the introduction of MVNOs could enhance market competition by enabling new players to enter the sector with innovative products, targeted services, and competitive pricing models. 

The framework is also expected to promote digital inclusion and improve service offerings for specific customer segments, said industry sources. 

PTA said MVNO licences will be granted for a period of 15 years, subject to full compliance with applicable regulatory requirements and licensing conditions.

The authority has made available detailed eligibility criteria, application procedures, and licensing terms through the MVNO licence template and related regulatory documents.

The launch of MVNO licensing represents a major policy development for Pakistan's telecom industry, which has traditionally been dominated by a limited number of network operators. By facilitating the entry of virtual operators, the government aims to stimulate investment, foster innovation, and improve consumer choice in an increasingly digital economy.

The initiative aligns with broader efforts to modernize Pakistan's telecommunications sector and support the expansion of digital connectivity across the country.
