New ruling to ease import costs for used computers, laptops, printers, and related accessories

The Directorate General of Customs Valuation in Karachi has issued a revised valuation ruling that significantly lowers customs duties on the import of old and used computers, laptops, printers, and their accessories from all countries.

A meeting with relevant stakeholders, including importers, was held to assess the revised values. Stakeholders pointed out that the prices for older models and generations of electronic goods had dropped, which led to the decision to adjust the customs values to reflect this trend.

The new ruling, number 2000 of 2025, was issued on Friday with the aim of easing the import process for traders and importers. It applies to all origins of old and used electronic goods, including laptops and printers, which have seen a decline in market prices.

The revision comes after over a year since the last customs valuation ruling was issued. 

According to the new ruling, an analysis of imported goods data, market trends, and the difference in market prices prompted the revision of customs values under sections 25 and 25A of the Customs Act 1969.

The new transaction values for these goods will now be used to assess duties and taxes, reducing the financial burden on importers.
