PAC sub-committee directs Finance Ministry to prepare payment plan for NHA’s Rs2 trillion liabilities

Ministry of Finance to submit detailed payment plan within 60 days, addressing audit objections from 2011-2023

The Sub-Committee of the Public Accounts Committee (PAC) has directed the Ministry of Finance to prepare a payment plan for the National Highway Authority’s (NHA) liabilities, which total nearly Rs2 trillion.

The sub-committee, led by Convener Syed Naveed Qamar, met on Tuesday to review audit objections from the Finance Division for fiscal years 2011-12 to 2022-23. The committee also examined long-standing recoveries involving the Finance Division and WAPDA.

During the meeting, Syed Naveed Qamar raised concerns about the mechanism for settling such a large sum, noting that the issue must be addressed annually. In response, the Finance Secretary informed the committee that Rs217 billion of the Rs2 trillion had already been recovered.

The Secretary also stated that finalizing a comprehensive payment plan with NHA would take time and requested a two-month period to complete it. The committee accepted this request and directed the Ministry of Finance to submit a detailed payment plan within 60 days.
