ISLAMBAD:Petroleum Minister Ali Pervaiz Malik has directed HDIP and DGPC to submit a restructuring plan within two weeks, focusing on governance reforms, institutional efficiency, international collaboration, and strengthening Pakistan’s hydrocarbon data systems.
As per details, Federal Minister for Petroleum Ali Pervaiz Malik has directed the Hydrocarbon Development Institute of Pakistan (HDIP) and the Directorate General of Petroleum Concessions (DGPC) to submit a comprehensive restructuring plan within two weeks to strengthen governance, improve efficiency, and enhance HDIP’s strategic role in Pakistan’s energy sector.
The directive was issued during the minister’s visit to HDIP headquarters and laboratory facilities, where he reviewed the institute’s operational performance, technical infrastructure, and testing services being provided to the petroleum industry.
During the visit, the minister toured various laboratories and received detailed briefings on HDIP’s analytical, certification, and testing capabilities. He was informed about the institute’s role in supporting regulatory compliance, quality assurance, and technical services across Pakistan’s hydrocarbon sector.
Emphasizing the need for institutional modernisation, Malik instructed HDIP management to undertake reforms aimed at improving organizational performance and aligning the institute with the evolving requirements of the energy sector.
He said the restructuring exercise should focus on strengthening governance mechanisms, enhancing operational effectiveness, and positioning HDIP as a leading technical institution serving Pakistan’s hydrocarbon industry.
The minister also stressed the importance of filling key governance and leadership positions on a priority basis, including appointments to the Board of Governors and senior executive posts. He noted that an effective governance structure was essential for driving reforms, ensuring accountability, and improving institutional performance.
Calling for greater international engagement, Malik directed HDIP to pursue collaboration with leading global institutions and laboratories to improve quality standards, adopt international best practices, and strengthen technical expertise.
According to the minister, stronger cooperation with internationally recognised organisations would enhance the credibility of Pakistan’s hydrocarbon testing, certification, and inspection systems while improving the institute’s technical capabilities.
Highlighting the importance of reliable energy data, Malik underscored the need to strengthen Pakistan’s hydrocarbon information base. He said comprehensive and credible hydrocarbon data was critical for informed policymaking, effective resource management, and investment planning.
The minister said that improved data availability and transparency could help attract both domestic and foreign investment into Pakistan’s energy sector by providing investors with greater confidence in the country’s resource potential and regulatory framework.
Reaffirming the government’s commitment to institutional reforms, Malik said strengthening organisations across the energy value chain remained a key priority to improve governance, facilitate investment, and support Pakistan’s long-term energy security objectives.
The visit forms part of the Petroleum Division’s broader efforts to modernise sector institutions and improve their capacity to meet the growing technical, regulatory, and strategic demands of Pakistan’s energy industry.
