Bureaucratic mindlesness. Yet another wasteful exercise.
You want an effective tax campaign? Make sure tax payers and their dependents get free medical, social security in the form of joblessness and post-retirement benefits, free or significantly subsidized quality education for their children, preferential treatment for using government services, etc.
Rest everything is a hogwash.
