Govt proposes Rs251.683 billion for uplift projects in provinces, merged districts and special areas

The federal government has proposed Rs251.683 billion for development projects in Pakistan’s provinces, merged districts and special areas during fiscal year 2026-27, comprising Rs249.183 billion in local funding and Rs2.5 billion in foreign assistance, according to budget documents. 

As per details, Rs99.215 billion has been earmarked for ongoing development projects across Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan. Another Rs66.367 billion has been proposed for three ongoing projects in the merged districts of the erstwhile Federally Administered Tribal Areas.

Federal allocations of Rs47.05 billion and Rs39.05 billion have also been proposed for development schemes in Azad Jammu and Kashmir and Gilgit-Baltistan, respectively.

Sindh is proposed to receive Rs50.69 billion for five projects, the largest allocation among the four provinces, followed by Rs39.754 billion for 57 schemes in Balochistan.

Federal government has allocated Rs4.75 billion for 27 projects in Punjab and Rs4.02 billion for 16 ongoing schemes in Khyber Pakhtunkhwa.

Fifteen Punjab projects worth Rs3.34 billion have been transferred from the Pakistan Public Works Department to the provincial government.

Pakistan Public Works Department has also transferred 10 projects worth Rs1.729 billion to Khyber Pakhtunkhwa and 26 projects costing Rs5.118 billion to Balochistan.

Punjab projects

Among the ongoing schemes in Punjab, Rs259.3 million has been proposed for widening, rehabilitating and constructing five roads in Union Council Paki Shah Mardan, Union Council Namal and Union Council Kot Chandana in Mianwali district.

Another Rs329 million has been proposed for seven roads in Union Council Shahbaz Khel, Union Council Rokhri and Union Council Pai Khel in Isa Khel tehsil, Mianwali.

The federal government has earmarked Rs285 million for eight roads in Union Council Manda Khel, Union Council Qamar Mashani, Municipal Committee Kalabagh and Union Council Ban Hafiz Jee in Mianwali.

Proposed allocations also include Rs300 million for construction of REC and DEC offices in Faisalabad, Rs506 million for the Isa Morr-Siddiquepura road project under phases one and two, and Rs303 million for a 20-foot-wide metalled road from Bhatta Chowk to Ahmadpur in Bahawalpur district.

Sindh projects

Federal government has proposed Rs19.181 billion for phase two of the 36-kilometre Sindh Coastal Highway extension and construction project.

An allocation of Rs18.48 billion has been proposed for dualisation of Mehran Highway from Nawabshah to Ranipur, while Rs10.445 billion has been earmarked for improving the road from Sanghar to National Highway N-5 through Mundh Jamrao and Salehput.

Budget documents also propose Rs1.917 billion for dualisation of the Tando Allahyar-Tando Adam Road and Rs666.575 million for improving the road from Rohri to Guddu Barrage through Khanpur Mahar, Mirpur Mathelo and Mureed Shakh.

Khyber Pakhtunkhwa projects

Federal government has proposed Rs508.194 million for establishing cardiology and burn and trauma units at Category-A District Headquarters Hospital Malakand in Batkhela.

Another Rs333.37 million has been allocated for Khyber Institute of Child Health and Children’s Hospital in Peshawar.

An allocation of Rs910.68 million has also been proposed for upgrading and rehabilitating Lawrencepur-Tarbela Road.

Balochistan projects

Major proposed allocations for Balochistan include Rs3 billion each for construction of Panjgur-Gichak-Awaran Road and a border terminal at Badini on Pakistan-Afghanistan border in Qilla Saifullah district.

Federal government has proposed Rs2.5 billion for widening, improving and reconstructing Khani Cross-Ziarat-Sinjhavi Road.

Allocations of Rs2 billion each have been proposed for Sui-Kashmore Road and construction of Provincial Assembly Building in Quetta.

Budget documents also include Rs1.5 billion for construction and upgradation of Dirgai-Shabozai Road from National Highway N-70 to Taunsa Sharif on National Highway N-55.

Another Rs1.5 billion has been proposed for blacktopping Duki-Chamalang Road and its link roads, while Rs1.5 billion has been earmarked for phase one of Gwadar Safe City Project.

Merged districts projects

Of Rs66.367 billion proposed for three ongoing projects in the merged districts, Rs37 billion has been allocated for 10-Year Development Plan under Accelerated Implementation Programme.

Another Rs29 billion has been earmarked for merged districts’ Annual Development Programme.

Federal government has also proposed Rs367.887 million for construction of Zera-Daboori Road in Orakzai.

AJK projects

Federal government has proposed Rs47.05 billion for 19 development projects in Azad Jammu and Kashmir, including Rs43.105 billion for 11 ongoing schemes and Rs3.944 billion for eight new schemes.

New projects include Rs1.377 billion for integrated solid waste management at nine district headquarters and Rs867.426 million for strengthening Counter-Terrorism Department.

Another Rs400 million each has been proposed for infrastructure development at Poonch Medical College in Rawalakot and computerisation of land records in the remaining 16 tehsils.

Among ongoing schemes, Rs5 billion has been proposed under Prime Minister’s Special Package, Rs1.475 billion for Azad Jammu and Kashmir Legislative Assembly Complex and Rs1.149 billion for 48-megawatt Jagran-II Hydropower Project.

An allocation of Rs299.74 million has also been proposed for the 40-megawatt Dowarian Hydropower Project in Neelum district.

Federal government has separately proposed an Azad Jammu and Kashmir block allocation of Rs33 billion, comprising Rs32 billion in local resources and Rs1 billion in foreign assistance.

Gilgit-Baltistan projects

An allocation of Rs39.05 billion has been proposed for 19 ongoing schemes in Gilgit-Baltistan during fiscal year 2026-27.

The proposed allocations include Rs4 billion under Prime Minister’s Special Package, Rs2.2 billion for 16-megawatt Naltar-III Hydropower Project and Rs1.709 billion for 100-megawatt distributed solar photovoltaic plants at different locations.

Federal government has also proposed Rs900 million for establishing a 50-bed cardiac hospital in Gilgit and Rs700 million for Inter-Provincial Connectivity Economic Corridor through Gilgit-Baltistan and Azad Jammu and Kashmir under Thalichi-Shounter Road project.

Gilgit-Baltistan block allocation has been proposed at Rs23 billion, including Rs22.7 billion from local resources and Rs300 million in foreign assistance.
