Govt releases Rs 483m under PSDP against a total budget of Rs 800b

The federal government has released Rs 482.8b (60.4pc), including Rs122b foreign aid, for different development projects under the Public Sector Development Programme (PSDP) 2016-17, against the total budgeted allocation of Rs800 billion.

The government has yet to release funds for development projects of Foreign Affairs Division, Textile Industry Division and Gas Infrastructure Development Fund under PSDP for the current fiscal year (2016-17) despite an impasse of over eight months.

According to the latest data released by the Ministry of Planning, Development and Reform, the government released Rs103.8b (44.3pc of total budgeted allocation) including Rs 7.5b foreign aid for development projects of various federal ministries against the total budgeted allocation of Rs234.3 billion.

The government has released Rs150b including Rs 66.7b foreign aid for infrastructure projects of National Highways Authority (NHA) against the budgeted allocation of Rs188b. The government has also released Rs 24.34b for development projects of Pakistan Railways Division against total budgeted allocation of Rs 41 billion for FY2016-17.

Planning Commission released Rs17.3b including Rs 7.3b foreign aid, for different projects of the Pakistan Atomic Energy Commission against the total budgeted allocation of Rs 28.8b for FY2016-17. During the period under review, an amount of Rs 9.4b, including Rs 96.8m foreign aid was released for Water and Power Division to construct and develop water reservoirs for water conservation, irrigation and power generation against the total allocation of Rs 31.71b. A total of Rs 108.78b, including Rs 38.97b foreign aid, were released for WAPDA (power sector) for development power projects against the budgeted allocation of Rs 130b.

Under the PSDP 2016-17, an amount of Rs 4.66b was released for different development projects of Housing and Works Division against the total budgeted allocation of Rs 7.6b. The government released Rs 514.9m for different developmental projects of National Food Security and Research Division against the earmarked Rs 15.2b for the development of agriculture sector in the country.

The government released Rs 2.19b for Capital Administration and Development Division (CADD), Rs 569.9m for Climate Change Division, Rs 1.5b for Defence Production Division, Rs 9.6b for Interior Division, Rs 177.7m for Pakistan Nuclear Regulatory Authority and Rs 2.52b for Planning, Development and Reform.

Under the PSDP 2016-17, the government has also released Rs 8.55b for different projects of Higher Education Commission (HEC) against the total allocation of Rs 21.486b.

An amount of Rs 9.8b has been released for the National Health Services, Regulation and Coordination Division against the budgeted allocation of Rs 24.951b in the PSDP to uplift the health sector of the country. The government has released Rs 51.7b for a special federal development programme for temporarily dislocated persons (TDPs) and security enhancement under current year’s development programme for rehabilitation of the TDPs against the total allocation of Rs 100b.

The government has released Rs 10.65b including Rs 1.58b foreign aid for development projects of Azad Jammu and Kashmir against the total budgeted allocation of Rs 14.7b for the current fiscal year. The government has also released Rs 4.7b for development projects of Gilgit-Baltistan against the Rs 11.2b budgeted allocation, while Rs 15.3b including Rs 134.9m have been released for the projects of Federally Administered Tribal Areas (FATA), against the total budgeted allocation of Rs 22.3b.

Planning Commission of Pakistan has so far followed the stipulated mechanism for the disbursement of funds:

  • First quarter (July-September) 20 per cent
  • Second quarter (October-December) 20 per cent
  • Third quarter (January-March) 30 per cent
  • Fourth quarter (April-June) 30 per cent
