On a spending binge, Federal Govt releases Rs659 billion under PSDP for various development projects

The government has released Rs659.5 billion (66 percent) including Rs155.8 billion from foreign aid for different development projects under the Public Sector Development Program (PSDP) 2017-18 against the total budgeted allocation of Rs1001 billion – with a broad spectrum of ministries benefitting from these last minute largesse.

According to the latest data released by the Ministry of Planning, Development and Reform, the government released Rs160.02 billion (53 percent of total budgeted amount) for development projects of various federal ministries against the total budgeted allocation of Rs301.83 billion.

The government has not released funds for development projects of Foreign Affairs Division, National Security Division, Special Provision for Completion of CPEC Project and Gas Infrastructure Development Cess.

The government has released Rs253.98 billion including Rs101.38 billion foreign aid for the National Highway Authority (NHA) for which Rs324.72 billion was budgeted for 2017-18, whereas for WAPDA (Power) an amount of Rs40.6 billion including Rs39.95 billion foreign aid has been released, out of the total budgeted allocation of Rs60.9 billion.

Railways Division received Rs19.384 billion out of its total budgeted allocation of Rs42.9 billion whereas Aviation Division received Rs3.39 billion out of its total budgeted allocation of Rs4.348 billion.

The government has released an amount of Rs30.44 billion including Rs523 million foreign aid for Water and Power Division (Water Sector) against the total budgeted allocation of Rs36.75 billion for current fiscal year.

The government also released an amount of Rs19.01 billion for various development projects of Higher Education Commission (HEC) out of total budgeted allocation of Rs35.662 billion for ongoing financial year, while Rs126.1 billion has been released for Atomic Energy Commission.

The government has released Rs2.64 billion to Capital Administration and Development Division, Rs782.57 million to Climate Change Division, Rs485 million to Commerce Division, Rs10.13 billion for Communication Division (other than NHA), Rs11.88 billion to Interior Division, Rs286.53 million to Pakistan Nuclear Regulatory Authority and Rs2.1 billion to Planning, Development and Reform.

An amount of Rs9.3 billion has been disbursed for National Health Services, Regulations and Coordination Division, for which an amount of Rs48.701 billion was allocated in the federal PSDP 2017-18 while Rs13.5 billion has been released for Finance Division out of its total earmarked allocation of Rs20.9 billion.

Under PSDP 2017-18, an amount of Rs1.05 billion for different developmental projects of National Food Security and Research Division against the earmarked Rs1.62 billion for the development of agriculture sector in the country were disbursed.

The government has released Rs53.43 billion for Special Federal Development Program for temporarily displaced persons (TDPs) against Rs90 billion budgeted allocation and Rs11.95 billion for development projects of Prime Minister’s Youth Program under current fiscal year 2017-18.

The entire amount of Rs30 billion has been released for Prime Minister’s Global SDGs Achievement Program.

The government released Rs1.77 billion for Port and Shipping Division, Rs873.95 million to Science and Technological Research Division, Rs268.597 million for Defense Division, Rs7.324 million for Housing and Works Division and Rs1.79 billion for Defense and Production Division.

An amount of Rs464.4 million has been released for Petroleum and Natural Resource Division out of its allocations of Rs554.291 billion, Rs2.1 billion for Planning, Development and Reform Division out of its allocations of Rs8.556 billion whereas Rs2.4 billion has been released for SUPARCO out of its allocations of Rs3.5 billion.

The government released Rs22.75 billion, including Rs877.127 million foreign aid for development projects of Azad Jammu and Kashmir against the total budgeted allocation of Rs25.84 billion for current fiscal year. The government also released Rs15.4 billion for development projects of Gilgit-Baltistan against Rs18.3 billion budgeted allocation, while Rs25.46 billion have been released for the projects of Federally Administered Tribal Areas (FATA) against the total budgeted allocation of Rs26.9 billion.
