KARACHI: In a major step toward modernizing land administration, the Sindh government has initiated an advanced digitalization project aimed at ensuring accuracy, security, and efficiency in property management.
Presiding over a high-level meeting of the Board of Revenue, Sindh Chief Minister Syed Murad Ali Shah emphasized the need to replace the existing 12-step land transfer process with a streamlined, single-step digital mechanism. He stated that the digital transformation of Sindh’s land records would reduce bureaucratic delays, enhance transparency, and minimize corruption in property transactions.
Chief Secretary Asif Hyder Shah briefed the meeting on the new e-system, which involves rewriting and authenticating manual land records, developing a digital land register, and integrating blockchain technology to ensure tamper-proof record-keeping. The system will feature a web-based e-transfer process, eliminating the need for physical visits to government offices.
Instead, biometric verification at designated service centers will serve as the primary authentication method.
As part of the initiative, manual records, including Village Form-VII-A and Village Form-II, are being rewritten and linked to CNICs to prevent fraudulent claims. A comprehensive digital land register is being developed to map survey numbers across entire Dehs (villages) and secure non-transferable lands such as forests, graveyards, and leased lands.
The digitized records will be stored on a blockchain-based platform, ensuring an immutable and tamper-proof registry. The new system will also introduce a paperless and seamless land title transfer mechanism, integrated with NADRA, FBR, and banks for real-time verification.
To test the effectiveness of the new system, the Sindh government has approved a pilot project in Deh Matiari, Palijani (Matiari district), and Deh Bagerji (Sukkur district). The initiative is being developed in collaboration with IBA Sukkur, which is designing the technical framework.
Murad Ali Shah highlighted that the integration of blockchain technology, biometric authentication, and digital property transfers would establish a futuristic land management system in Sindh. He stated that this initiative will enhance public trust, eliminate fraud, and set a new standard for real estate transactions.
Upon successful implementation of the pilot project, the system will be expanded across the province, revolutionizing land ownership processes in Sindh.
