FBR to consult stakeholders on Digital Enforcement Stations to combat smuggling in 2025-26

Stakeholder engagement plan to include importers, transport associations, and customs for implementing digital stations

The Federal Board of Revenue (FBR) has announced plans to engage with five key stakeholders, including importers’ associations and Goods Transport Associations, before implementing Digital Enforcement Stations to curb smuggling and illicit trade during 2025-26.

According to a news report, this initiative is part of the FBR’s Stakeholder Engagement Plan (Version 4), issued under the World Bank-funded Pakistan Raises Revenue Project (PRRP)-Additional Financing. The additional funding is crucial for the establishment of Digital Enforcement Stations across the country.

Consultations will take place between July 2024 and February 2025 with Pakistan Customs Wing regarding the design and operational aspects of the stations. Discussions will also address issues related to civil works and services for stakeholders.

The identified stakeholders for the Digital Enforcement Stations include Importers’ Associations, Chambers of Commerce and Industries, Goods Transport Associations, Pakistan Single Window, and Pakistan Customs Border Stations. These consultations will continue throughout the project’s duration.

Under the Finance Act 2025, the FBR may declare certain locations as Digital Enforcement Stations and could convert existing customs check-posts for this purpose. 

The board is also authorized to set rules for staffing, operations, and technological implementation of the stations. Furthermore, the Board may hire retired military personnel for customs-related posts on contract.
