Pakistan Customs seizes bulletproof glass worth millions at Taftan border over forged documents

Importer accused of using fake identity and altered NOC to evade Rs7.55 million in duties and taxes

The Collectorate of Customs (Appraisement) Taftan has intercepted an attempt to clear bulletproof automotive glass through forged documents and misuse of a genuine No-Objection Certificate (NOC) issued by the Ministry of Interior to another company.

According to official details, a goods declaration dated September 27, 2025, was filed by M/s Pak Armoring Pvt. Ltd. (NTN 3111342) through its clearing agent, M/s Noor Bakers. The consignment was declared as “replacement automotive safety glass.” 

However, upon examination, customs officials found it to contain bulletproof automotive safety glass weighing 11,000 kilograms—classified under PCT heading 7007.2111, a restricted item that requires prior clearance from the Ministry of Interior.

Verification revealed that the NOC submitted with the documents was genuine but belonged to the actual M/s Pak Armoring Pvt. Ltd. (NTN 398348-1), which denied any connection to the shipment. The importer had allegedly falsified company details and used a similar name to mislead authorities.

Further scrutiny showed that the purported owner, Mr. Umer Iqbal Butt, had uploaded documents under another business name, Deluxe Enterprises, in the WeBOC customs system. Officials estimated that the misdeclaration was intended to evade approximately Rs7.55 million in duties and taxes.

An FIR has been registered against the importer, clearing agent, and accomplices under the Customs Act, 1969, for misdeclaration, forgery, and attempting to bypass import restrictions. Investigations are ongoing to determine the full extent of the network involved.
