OGRA finally determines RLNG prices for Aug-Nov 2020

ISLAMABAD: The Oil and Gas Regulatory Authority (OGRA) has finally determined weighted average sale prices of re-gasified liquefied natural gas (RLNG) for the months of August, September, October and November 2020.

As per details issued by the company on Wednesday, the new RLNG prices for November are $7.6584 per Million British Thermal Units (MMBTU) for SNGPL consumers and $7.3968 per MMBTU for the consumers of SSGC. Similarly, RLNG prices for October are $7.4149 per MMBTU for SNGPL consumers and $7.1608 per MMBTU for SSGC consumers. For September, OGRA has determined RLNG price at $6.9301 per MMBTU for SNGPL consumers and $6.6780 per MMBTU for SSGC consumers, while for the month of August, it determined $6.3794 per MMBTU for SNGPL consumers and $6.1291 per MMBTU for SSGC consumers.

The price of RLNG stood at $6.67 per MMBTU for SSGC and $6.47 per MMBTU for SNGPL during the month of July 2020.

In absolute terms, the RLNG price has been increased by $1.27 per MMBTU for Sui Northern Gas Pipelines Limited (SNGPL) and $1.2677 per MMBTU for Sui Southern Gas Company Limited (SSGC) — if count the hike in RLNG price determined by OGRA for the month of August, September, October and November, 2020.

According to OGRA, average cost of supply has been taken on a provisional basis as per the Determination of Estimated Revenue Requirement (DERR) for financial year 2020-21, while weighted average sale price has been worked out in light of the advice of the Ministry of Energy.

“Furthermore, the above-mentioned prices have been computed on the basis of data provided by M/s Pakistan State Oil (PSO), and M/s Pakistan LNG Limited (PLL) and the parties (SNGPL, SSGCL, PSO and PLL) shall scrutinize the same on the basis of evidences before making payments as per their mutual agreements.”

It is pertinent to mention that the new prices of RLNG include charges of LNG terminals, transmission losses, port charges, and margins of the importers – Pakistan State Oil (PSO) and Pakistan LNG Limited (PLL). The new weighted average sale prices of RLNG have been computed based on the 11 cargoes imported during the month of November 2020, including six cargoes by PSO and five by PLL. The same number of LNG cargos (11) was imported in October, September and August to meet the gas demands of SNGPL and SSGC consumers.
