The Public Accounts Committee (PAC) of the Balochistan Assembly revealed that the province’s finance department had released a supplementary budget of Rs1.2 billion to the police without prior approval from the assembly, a move deemed a violation of Article 84 of the Constitution.
The disclosure came during a PAC meeting led by Asghar Ali Tareen, where committee members strongly condemned the unauthorized release, calling it a breach of constitutional procedures. They called for immediate action against those responsible for the financial oversight.
In its report, the committee noted that despite the release of the additional funds, the police department did not utilize the allocated amount. The funds were eventually returned due to vacant posts and retirements within the department, raising concerns over administrative negligence as the finance department failed to complete the necessary legal procedures.
The committee also highlighted outstanding dues from the previous fiscal year. According to the PAC, police personnel had been deployed to provide security to public and private institutions during the 2022-23 financial year. However, Rs742.9 million in service dues remain unpaid.Â
The PAC directed relevant authorities to recover the outstanding amount within a month or face suspension of security services to defaulter organisations.
Additionally, an audit report presented at the meeting exposed procurement violations during the 2021-22 fiscal year. The police department had purchased vehicles worth Rs458.8 million without issuing open tenders, in violation of public procurement rules.Â
Payments were made to two firms without the necessary proprietary certificates, which the committee termed a serious “financial irregularity” and demanded full accountability.
