Senate panel slams delays in CAREC tranche-III and Lodhran-Multan projects

Sub-Committee on Communications demands transparency and accountability as NHA Chairman skips session

The Senate Sub-Committee on Communications on Monday voiced strong concern over delays and weak follow-up in major infrastructure projects, notably Tranche-III of the Central Asia Regional Economic Cooperation (CAREC) initiative and the Lodhran-Multan road scheme.

Chaired by Senator Kamil Ali Agha at Parliament House, the meeting underscored that repeated delays in implementing the Sub-Committee’s directions were unacceptable. Members expressed dissatisfaction with the continued absence of the Chairman of the National Highway Authority (NHA), stressing that accountability and transparency must be ensured in all public sector projects.

Senator Kamil Ali Agha reminded officials of earlier objections raised about the arbitration-based clearance of NXCC in the Lodhran-Multan project despite the company’s poor performance record. He directed the concerned departments to submit a verified and comprehensive record of proceedings.

Senator Saifullah Abro further emphasized the importance of formal communication with development partners to prevent misunderstandings and disruptions in ongoing work.

Explaining his position, the Secretary of the Ministry of Communications said that since July 2025 he had been preoccupied with flood-related responsibilities, which limited his ability to focus on the projects under discussion. Acknowledging the explanation, Senator Kamil Ali Agha ruled that the NHA Chairman would be given another opportunity to present the authority’s stance at the Sub-Committee’s next meeting.
