ISLAMABAD: A parliamentary panel dismissed Khyber-Pakhtunkhwa industries claim of overbilling after Sui Northern Gas Pipeline’s (SNGPL), managing director promised to resolve the problem.
The committee suggested problem of excessive billing due to gross calorific value (GCF) and super compressibility factor (SCF) to industries in KPK be solved on a prioritized basis, reported Business Recorder.
It further directed to refund the money received because of excess billing and enquiry be carried out against officials responsible for this.
To investigate this problem, a technical committee had been constituted comprising representatives from APTMA KP, Sarhad Chamber of Commerce alongside officials of SNGPL to discuss the issues linked to excessive SCF and GCV.
A meeting held at regional office of SNGPL in Peshawar at start of January this year saw the committee being apprised that SNGPL being licensee of Oil and Gas Regulatory Authority (OGRA) works under a policed environment and it isn’t allowed to overcharge or overbill its customers.
Additionally, the committee was told SNGPL receives gas supply from several sources, so GVC and SCF factors factory vary from source to source and province to province. It added this deviation was due to technical facts.
To determine SCF, the committee was informed Industrial State Gadoon was the biggest industrial cluster received gas at high pressure and is directly supplied from SMS Topi.
For determining SCF, temperature values and pressure are recorded at SMS Topi, which are included in calculating it while undertaking monthly billing and SCF applicable in KPK is per technical parameters.
Furthermore, the committee was told new chart points were determined for Industrial Estate Gadoon for estimating pressure/temperature values for future billing. And a gas chromatograph equipment would also be fitted at Nowshera in a few days’ time, committee was told.
The Senate Sub-Committee on Energy (Petroleum Division) was presided over by Sardar Muhammad Azam Khan Musakhel and problems of gas supply to five union councils of Bannu district was also deliberated upon.
