Punjab enforces new traffic ordinance with higher fines, e-ticketing and licence penalty points

Motorcyclists face Rs2,000 speeding fines, car drivers up to Rs5,000, and red-signal violations can reach Rs15,000 under new rules linking traffic enforcement to anti-smog measures

Punjab has implemented a new traffic enforcement framework introducing sharply higher fines, electronic ticketing and a penalty-points system for driving licences under the Punjab Motor Vehicle Ordinance 2025, which took effect immediately after approval by the Governor.

The ordinance introduces a points-based mechanism through which each violation results in a deduction of two to four points, with licences suspended once a driver accumulates 20 points within a year. Officials say the system aims to curb habitual violations and improve road discipline.

Significant upward revisions have been made to fines across multiple categories. Motorcyclists caught speeding will now face Rs2,000 penalties, while car drivers could be fined up to Rs5,000. Red-signal violations carry penalties of Rs2,000 for motorcycles, Rs3,000 for three-wheelers and Rs5,000 for cars, increasing to Rs10,000 and Rs15,000 for vehicles with engines up to or above 2,000cc.

Overloading violations have also been reclassified, with fines ranging from Rs3,000 for rickshaws to Rs15,000 for trailers.

Amid ongoing smog concerns in Lahore, the ordinance includes strict provisions for environmental compliance. Vehicles emitting excessive smoke or failing to meet inspection standards may face penalties under the updated rules, which authorities say form part of broader efforts to reduce pollution and protect public health.

Traffic police and transport authorities have been directed to begin enforcement immediately, alongside public awareness campaigns to help motorists understand the new requirements.
