Amazon remains the lowest-ranked UK food retailer in terms of compliance with the Groceries Supply Code of Practice, according to the 2025 survey by the Britain’s grocery regulator, Groceries Code Adjudicator (GCA).
Although the company showed improvement from last year, only 66.4% of suppliers said Amazon “consistently” or “mostly” follows the Code, up from 47% in 2024.
The Groceries Code is meant to ensure UK grocery retailers treat suppliers fairly. Amazon, which sells groceries through its website and Amazon Fresh stores, has been subject to the Code since 2022.
The company placed last among 14 food retailers, trailing Lidl, which ranked 13th with 91.1%.
The GCA recently launched an investigation into Amazon to examine whether it failed to pay suppliers on time over the past three years. The investigation was announced shortly before the survey results were released.
Amazon said it is making changes to improve its practices, including updates to dispute resolution, payment processes, and account management. The company said it welcomed the progress shown in the survey but acknowledged there is more work to do.
The overall findings of the 2025 survey showed progress across the sector. Average perceived compliance rose to 93% from 91% in 2024. The number of suppliers reporting a Code issue fell to 30%, down from 33% the previous year.
The Adjudicator said the improvement among the five lowest-ranked retailers in 2024—Home Bargains, Lidl, Morrisons, Iceland, and Amazon—was a positive sign for the industry.
