Government accelerates NHA overhaul, sets Rs500bn revenue target within three years

Abdul Aleem Khan directs consultants to deliver full restructuring plan within two months, aims for performance-based accountability and efficiency

The government has moved to fast-track the restructuring of the National Highway Authority (NHA), with Federal Minister for Communications Abdul Aleem Khan setting an ambitious target of raising the authority’s revenue collection to Rs500 billion within the next three years.

According to an official press release, a high-level meeting on Monday reviewed the NHA’s reform and restructuring plan under the minister’s chairmanship. Consultants from Ferguson briefed the session on proposals designed to bring NHA’s operations in line with international corporate governance standards, given its status as a State-Owned Enterprise (SOE).

Aleem Khan emphasized the need for accountability and decentralization within the organization, directing that officers be assigned to geographically limited zones to ensure timely and efficient project delivery. He also announced that officers’ performance would be evaluated quarterly to reinforce transparency and drive productivity.

Highlighting recent progress, the minister noted that NHA had already recorded substantial revenue growth in his first year in office. He said toll tax rates were being adjusted gradually to prevent additional financial pressure on road users.

Underlining his vision for a more agile and result-oriented organization, the minister said that smaller, specialized work units under dedicated officers would help boost efficiency across the board.

He instructed the consulting firm to present a detailed action plan for the restructuring within two months, stressing that enhanced revenue generation would directly support the expansion and maintenance of the country’s road, highway, and motorway network.
