A committee set up by the Director-General of the Rawalpindi Development Authority (RDA) to investigate a potential transfer of Rs2 billion from the authority’s security account has been disbanded without producing a report after its convenor, Shehzad Nasir Gondal, Director of State Management, was granted a one-month leave to travel to the United States, The Express Tribune reported, citing sources.Â
The convenor will report to his parent department, the Local Government Department of Punjab, upon his return, leaving the other two members effectively inactive.
The Rs2 billion financial irregularity at RDA, which went undetected for six years by senior officials—including the DG and Director of Finance—was uncovered in the second week of May 2025, sparking investigations and administrative scrutiny across the authority.
According to the news report, the committee was constituted on 15 July 2025 under RDA DG Kanza Mutaza to probe alleged fund transfers. Chaired by Gondal, it included Jawad Arshad, Deputy Director of Engineering, and Waqar Asghar Raja, Assistant Director of Finance. The panel was required to submit its findings within seven days but was unable to start work for two months due to missing records.
Meanwhile, a high-level fact-finding committee established by the Chief Secretary of Punjab in June 2025 to examine the transfer of Rs2 billion via CDR to various companies and individuals has yet to finalise its report.Â
Chaired by Mudasir Waheed Malik of the Punjab Board of Revenue, the committee also includes Moazzam Iqbal Supra, Managing Director of the Punjab Government Servants Housing Foundation, and Madiha Tahir Shah, Additional Secretary of A&H.Â
Despite holding five to six sessions in Lahore, the committee has not completed its inquiry.
