ISLAMABAD: The federal government has appointed Mr. Hamad Ali Mansoor as the new Chief Executive Officer (CEO) of the Engineering Development Board (EDB) under the Ministry of Industries and Production, following the approval of Prime Minister Shehbaz Sharif and the Federal Cabinet.
According to the official notification issued after Cabinet approval, “The Prime Minister has been pleased to approve appointment of Mr. Hamad Ali Mansoor as Chief Executive Officer (CEO), Engineering Development Board (EDB) in MP-I Scale, under the Ministry of Industries and Production, on contract basis, for a period of three years, as per terms and conditions laid down in the MP Scales Policy, 2020, with effect from the date of joining.”
The decision comes after a comprehensive selection process carried out by the Ministry of Industries and Production. The post of CEO EDB had fallen vacant on January 25, 2025, and was advertised in leading national newspapers on November 17, 2024, inviting applications from eligible professionals under the MP-I scale.
A total of 248 applications were received, which were scrutinized by a specially constituted Scrutiny Committee in accordance with the Management Pay Scales Policy, 2020. After evaluation, 33 eligible candidates were shortlisted and interviewed by the Selection Committee on February 19 and 21, 2025.
Following an assessment process, the committee recommended a panel of three candidates in order of merit:
- Mr. Hamad Ali Mansoor (Principal Candidate)
- Mr. Akhtar Ahmad Bughio
- Mr. Shakeel Zahid
The Prime Minister, as the appointing authority, approved Mr. Mansoor’s name as the top-ranked candidate and authorized the submission of the summary to the Federal Cabinet for approval through circulation under Rule 17(1)(b) of the Rules of Business, 1973. The Cabinet subsequently endorsed the appointment.
The Engineering Development Board (EDB), established in 1995, is the government’s apex institution responsible for promoting, facilitating, and regulating the engineering sector in Pakistan. The Board plays a vital role in policy formulation, tariff rationalization, indigenization programs, and providing technical advice to both the Ministry and the federal government.
Officials said the appointment of a permanent CEO after several months is expected to restore stability and accelerate progress on multiple initiatives under Pakistan’s Industrial Policy and Engineering Vision 2030.

His expertise spans industrial modernization, fiscal governance, and sustainability planning, integrating climate finance and environmental resilience into national industrial development strategies.
Experienced in developing feasibility and financial plans across industrial development, agri-value chains, renewable power, and advanced manufacturing, he has directed initiatives that link investment to sustainable industrial growth.
