Chinese firm denies allegations of unfair coal procurement at Sahiwal power plant

Company calls accusations baseless, urges regulatory authorities to investigate claims

The Chinese firm Huaneng Shandong Ruyi (HSR), which operates the 1,360-megawatt imported coal-fired Sahiwal power plant, has rejected allegations regarding its coal procurement practices, describing them as part of a deliberate campaign to tarnish its reputation for business interests, BR reported. 

In a letter to the Power Division, HSR responded to a complaint filed by individuals Noor Khan and Haider Sultan on January 10, 2024. The company categorically denied any association with Sinpa Commercial (SMC-Private) Limited or YONGTAI Energy Pvt. Ltd, stating that neither entity has ever participated in its coal bidding process or held supply agreements for the power plant.

HSR emphasised that all its coal procurement follows a transparent and competitive bidding process, with public tenders published in newspapers, sealed bids accepted, and bid openings conducted in the presence of suppliers. The entire process is recorded on video to ensure accountability.

The company maintained that its procurement policies adhere strictly to internal compliance measures, the Power Purchase Agreement (PPA), and the National Electric Power Regulatory Authority’s (Nepra) tariff regulations. Despite these protocols, HSR expressed concern that certain business interests were attempting to discredit the firm by spreading false reports and submitting misleading complaints to regulatory authorities.

The company warned that such actions not only violate ethical business practices but also risk undermining the integrity of regulatory oversight. It urged Nepra and other authorities to scrutinise the claims thoroughly and prevent the complaint mechanism from being misused for financial gain.

HSR reiterated its commitment to maintaining transparency and fairness in its operations and affirmed its willingness to cooperate with regulators to uphold high standards in the energy sector.
