Sindh launches digital licensing portal to streamline business approvals

Rs5 million generated in under three months as nine departments go online under World Bank-backed Click Project; full rollout set for May 2026

The Sindh government has introduced a new digital platform aimed at simplifying the process of obtaining business licences and registrations, replacing long queues and manual paperwork with a single online system. According to a report by The Express Tribune.

Developed under the World Bank’s economic reform programme, the initiative falls within the framework of the Sindh Advanced Business Regulation Reform and is being implemented through the Click Project of the Sindh Investment Department. The platform allows the issuance of e-permits and e-licences to facilitate investors and improve the ease of doing business across the province, including Karachi.

According to Investment Department Additional Secretary and Project Director Behzad Amir Memon, the first phase of the digital licensing and payment system has already been completed. “Within less than three months, Sindh has earned Rs5 million in revenue through digital applications and payments,” he told The Express Tribune.

Memon said the project will be executed in three phases and completed by May 2026, after which 19 provincial departments and their revenue systems will be fully digitalised. In the first phase, nine departments have gone live, offering 32 categories of business certifications and licences through the portal.

These departments include the School and College Education Department, Health Department, Sindh Healthcare Commission, Sindh Food Authority, Labour and Human Resources Department, Industries and Commerce Department, Sindh Environmental Protection Agency, and the Sindh Small Industries Corporation.

Click Project’s Senior Automation Specialist Tahir Ali Khan said that more than 1,700 e-licences and e-certificates have been issued within two and a half months, generating over Rs5 million in revenue for the provincial exchequer.

He explained that applicants can now apply online through a single digital portal, with integrated systems linking to NADRA e-ECP, PMD, and 1Link to ensure secure identity verification and seamless digital payments.

The newly digitalised certifications include private school and college registrations, food business licences, healthcare establishment licences, shop and factory registrations, medicine sale and manufacturing licences, partnership firm registrations and rectifications, boiler registrations, and environmental management plan approvals, among others.

In upcoming phases, more institutions — including the Sindh Building Control Authority — will be incorporated into the digital licensing network.

Officials said the initiative is expected to reduce bureaucratic delays, enhance transparency, and improve investor facilitation through a “single-click” approval system, marking a major step toward full digitalisation of business-related government services in Sindh.
