Customs issues new valuation ruling for imported packaging boards

Duties and taxes will now be assessed based on the newly specified minimum customs values, says FBR

ISLAMABAD: The Directorate General of Customs Valuation in Karachi has issued a new customs valuation ruling for the import of One Side Coated Duplex Board (Grey Back) and Two Side Coated Packaging Board from multiple regions, including China, Hong Kong, Taiwan, Indonesia, Malaysia, Korea, Europe, the United States, Canada, and the Middle East.

The new ruling, numbered 2014 of 2025, was issued on Saturday and replaces Valuation Ruling No. 1800 dated September 12, 2023.

According to the directorate, the values of the products were re-evaluated under Section 25A of the Customs Act, 1969. The previous valuation had been challenged by stakeholders who argued that it did not reflect current international market trends.

Stakeholders attended a meeting with customs officials and stated that the previous ruling was outdated. They said anti-dumping duties had reduced their competitiveness in the local market.

They also noted that local manufacturers were unable to meet the required quality and specifications.

The Directorate General reviewed the concerns raised and examined the documents submitted by importers. Officials conducted a comprehensive analysis that included 90 days of data and international price comparisons.

Customs authorities followed the valuation methods listed in Section 25 of the Customs Act. The transaction value method under Sub-Section (1) was found to be inapplicable due to a lack of sufficient information for necessary adjustments.

The method for identical goods under Sub-Section (5) was also reviewed but could not be fully relied upon due to incomplete evidence about the quality and quantity of goods at the commercial level.

The directorate then applied the method for similar goods under Sub-Section (6) of Section 25. After analyzing the available information from various sources, customs values for the imported boards were determined under this section.

The Federal Board of Revenue said that duties and taxes will now be assessed based on the newly specified minimum customs values for One Side Coated Duplex Board, both grey and non-grey back, and Two Side Coated Packaging Board.
