Pakistan, China set course for 2025–2029 maritime action plan

Gwadar Port expansion, smart port technologies, and marine economy development at the core of new framework

Pakistan has unveiled a five-year maritime action plan for 2025–2029 under the China–Pakistan Economic Corridor (CPEC), with a focus on transforming Gwadar into a regional trade and connectivity hub.

Federal Minister for Maritime Affairs, Muhammad Junaid Anwar Chaudhry, who chaired a meeting on the initiative, said the plan reflects Pakistan’s resolve to build a resilient maritime economy while deepening cooperation with China. He stressed that the framework would consolidate strategic ties and expand Pakistan’s presence across regional trade routes linking Afghanistan, Central Asia, the Middle East, and Africa.

Key infrastructure priorities outlined in the plan include Gwadar Port expansion, completion of Free Zone Stage II, and fast-tracking Phase II of the East Bay Expressway to improve port accessibility. Integration of the New Gwadar International Airport with the port has also been prioritised to strengthen multi-transit connectivity.

To link Gwadar with Chinese and global shipping networks, the action plan calls for the adoption of electronic data interchange and smart port technologies. It further promotes the development of port-related industries, warehousing, and cold storage facilities to facilitate regional trade and transshipment.

Beyond logistics and infrastructure, the framework emphasises cooperation in science, industry, and tourism. Proposals include establishing joint marine science research centres, setting up CPEC Industrial Parks for fisheries, shipbuilding, and aquaculture, and promoting maritime tourism ventures such as cruises and water sports along Balochistan’s coastline.

Education and sustainability have been positioned as cross-cutting priorities. The plan envisions academic partnerships and training exchanges between Pakistani and Chinese institutions to build skilled manpower in logistics, port operations, and fisheries. Aligned with the Belt and Road Initiative’s “green energy and ocean” goals, the framework integrates environmental safeguards with economic growth.

“The 2025–2029 Action Plan is vital for positioning Gwadar as a cornerstone of regional connectivity while advancing shared prosperity with China,” Junaid Chaudhry affirmed.
