Aleem Khan sets Rs 500 billion revenue goal for NHA

Minister orders end to patchwork repairs, corporate-style reforms to boost efficiency

Federal Minister for Communications Abdul Aleem Khan has unveiled a comprehensive reform plan for the National Highway Authority (NHA), setting an ambitious target of Rs 500 billion in annual revenue while directing the adoption of corporate practices to transform the institution into a profitable, self-sustaining entity.

Chairing a high-level meeting at NHA Headquarters, the minister expressed satisfaction over the authority’s financial progress, noting a record increase of Rs 50 billion in its own resources over the past year. He termed the achievement a “historic milestone” and vowed to sustain this upward trend.

As part of the reforms, Aleem Khan announced a ban on allocating funds for patchwork and road repairs, which he described as a major source of corruption. “Now instead of repairing in pieces, new construction of the road will be undertaken so that it can have long-term benefits and proper utilization of funds,” he clarified.

The minister also called for a uniform policy on the commercial use of NHA land along motorways and highways, with rights outsourced and reviewed every three months. He emphasized restructuring the authority on corporate sector lines, engaging private sector experts through attractive packages, and introducing a performance-based evaluation system. Officers who achieve their targets will be rewarded with cash incentives.

Aleem Khan further directed the permanent removal of encroachments from NHA land and urged timely completion of new projects to ensure efficient use of resources.

The meeting was attended by the Federal Secretary for Communications, the Chairman NHA, and senior officers, who briefed the minister on progress made so far on his directives.
