ECC approves first update to radio-based service charges since 2001

PTA to implement new fees for spectrum licenses and communications services

The Economic Coordination Committee (ECC) of the Cabinet has approved revised charges for Radio-Based Services (RBS), marking the first update to the fee structure in over two decades. 

As per a news report, the move addresses rising administrative costs and aims to align charges with the requirements of modern communication systems.

The Information Technology and Telecommunication Division informed the ECC that the Pakistan Telecommunication Authority (PTA) will handle frequency assignment requests and issue relevant licenses for RBS, which include Private Radio Networks, Mobile Station Aircraft and Ship communications, Inmarsat satellite services, Amateur radio licenses, and DRS/Microwave links. These services are critical for communication infrastructure and safety.

Officials noted that the existing fee structure, unchanged since 2001, no longer reflects administrative expenses, spectrum management costs, or technological advancements. Rapid developments in digital communication and connectivity have increased the value and complexity of RBS services, making an update necessary.

Under the Pakistan Telecommunication (Re-organisation) Act 1996 and the Telecommunication Policy 2015, PTA is mandated to regulate spectrum allocation, issue and renew licenses, and determine fair and transparent pricing in consultation with industry stakeholders. 

Following these requirements, PTA initiated a consultation in August 2024, inviting feedback from industry players before drafting the revised charges.

The Finance Division reviewed the proposal under the Rules of Business, 1973, recommending minor adjustments that were incorporated into the final draft. The Information Technology and Telecommunication Division then presented the revised fee structure and implementation plan to the ECC, which approved it, clearing the way for the updated RBS charges to be applied.
